I’m from Portland… if you want to model your lightrail system after a less expensive streetcar-based system, you really should take a look at Porto, Portugal: they built a ‘light metro’ using streetcar vehicles, for much less money than what a subway would normally cost.

Note that streetcars and lightrail can run on the same rails, streetcars being lighter weight, of course - and cannot carry as many people, or run as fast. But if the system is only running in the street, that might not be a problem.
