Check it out here. The biggest item: modal equity (all modes would get an equal match instead of 90/10 for airports, 80/20 for highways, and 50/50 for transit).

    ‘mode neutrality’ and ‘outcome oriented’ are a couple of other key buzz phrases. consider the various modes for how well they serve the nation’s transportation needs. those concepts comes out of the national surface transportation policy and revenue study commission, which laid the groundwork for the new “tea bill” in the report it released a year or so ago.
