House passes bill mitigating transit fuel costs

Similar to the global warming bill that was killed prematurely in the Senate last month, the House passed a bill (H.R. 6052) this week to help transit agencies mitigate rising fuel costs and "promote ridership". Unfortunately, the Senate's not biting. Regardless, the Democrat-controlled Congress appears ready to make transportation alternatives a wedge issue for November, and by all accounts it appears to be working. Stories from cities across the country (here, here, here, here, and here) note that while transit demand is at an all-time high, operators are being forced to make service cuts or raise fares due to the high cost of diesel fuel.
